Technical Purchasing Department Manager, Tianjin, China
Client Profile:
Our Client has been engaged in professional engineering and consulting services for customers all over the world for several decades. In fact, they are the largest international engineering and consulting company that specialises in pharma and biotech. Their competencies span all technical disciplines applying to engineering, construction, validation, start-up, optimisation and reconstruction of facilities for product development and production plants, pilot plants and laboratories. The client is one of the world's largest automation providers with some 300 highly skilled automation engineers worldwide. The position will have reference to the Danish automation organisation.
Job Description:
* Be responsible for the procurement of project services and equipment. Plan, organise and monitor procurement activities
* Participate in the preparation of proposals to NP's customers. Invite bidders and ensure back to back agreements with sub suppliers/contractors
* Responsible for preparing and implementation of project procurement strategies and plans
* Identify manage equipment suppliers and contractors as the result of a complete needs analysis and according to NP's sourcing strategy
* Planning and management of tenders (Invitation to Tender)
* Perform the detailed normalization and analysis of contractor's bids and quotations
* Responsible for preparing and review of contracts with suppliers
* Negotiate flexible contracts to achieve economies of scale as well as in time delivery of services, equipment and quality
* Support for establishment and initiation of expediting teams in the project. Coordination and planning of resources needs
* Manage logistic and shipping activities
* Responsible for Contract Management including claim issues
* Department management and development
Qualification
* Bachelor or Master Degree in Business and Engineering with 10-15 years working experience in procurement and supplier management. The experience of Biotechnology and pharmaceutical industry is preferable
* Fluency in English, written and verbal
* Good communication and negotiation skills and management skills
* Good working knowledge of Microsoft
* Skilful in risk management and conflict handling
* Understanding of contracts especially purchasing T + C
* Be familiar with local and International Trade knowledge and shipping terms
* Working experience in international engineering company is preferred
* The candidate should agree work at the other city/country if required

Package
Basic salary is negotiable based on past experience, ca 25 - 35K RMB per month
